SIFTA Programme: Impact Investing in Social Housing\u00a0<\/span>\u00a0<\/span><\/h1>\n

The SIFTA Programme<\/a><\/span> is funded by the European Investment Bank and led by the Frankfurt School of Finance's Advisory Services. The SIFTA programme <\/span>supports two beneficiary groups: <\/span>microfinance<\/span><\/b> and <\/span>social finance providers, <\/span><\/b>such as <\/span>investment funds, Fund-of-Funds, co-investment schemes, impact investors, among others. Targeted capacity building and technical assistance services through a consortium of service providers consisting of Frankfurt School of Finance & Management gGmbH and a team of experts.\u00a0<\/span>\u00a0<\/span><\/p>\n

Established with the objective of growing prosperity and providing access to financial services for all, Erste Social Finance Holding (ESFH) is a joint venture of Erste Group Bank AG and ERSTE Foundation. As a social enterprise, ESFH aims for positive social impact and sustainable financial results. As a result, it does not distribute dividends but reinvests all generated profits into new activities.<\/span>\u00a0<\/span><\/p>\n<\/div>

ESFH's Request<\/span><\/span><\/h2>\n

Erste Social Finance Holding is <\/span>in the process of <\/span>developing<\/span> their impact strategy in Central and Eastern Europe<\/span>. We were asked <\/span>to <\/span>identify<\/span> strategies and channels to inc<\/span>rease <\/span><\/span>deal flow with a major focus on the topic social housing (affordable\/social housing, student housing, senior living)<\/span> and <\/span>offer high-level suggestions presented on how to increase ESFH's pipeline<\/span>. <\/span>This also meant<\/span><\/span> evaluat<\/span>ing<\/span> ESFH's current positioning in the impact market from an expert's perspective, help<\/span>ing<\/span> ESFH <\/span>identify<\/span> focus areas (both geographically and thematically), and creat<\/span>ing<\/span> visibility on a potential pipeline <\/span>for ESFH's impact investment strategy.<\/span>\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>

The SFNL Approach<\/h2>\n

The project was structured in three key phases: analyzing the current landscape, scoping the market and engaging with stakeholders, and providing recommendations for further pipeline development.<\/span>\u00a0<\/span><\/p>\n

Phase 1<\/span><\/b> focused on assessing ESFH's existing impact priorities, the team's core strengths, and specific criteria for future projects. SFNL analyzed the organization's current areas of focus and identified key directions for upcoming deals.<\/span>\u00a0<\/span><\/p>\n

Phase 2<\/span><\/b> involved a collaborative effort with the ESFH team to refine their impact strategy within their broad scope of impact finance, to create more focus and higher likelihood of success of pipeline building efforts. While ESFH maintains a broad range of impact objectives, our Vienna workshop helped hone in on a specific focus: social housing in Czechia.<\/span>\u00a0<\/span><\/p>\n

Phase 3<\/span><\/b> included targeted stakeholder interviews with government agencies, nonprofit organizations, and key changemakers in Czechia's social housing sector. These insights allowed us to analyze the current ecosystem and assess opportunities for impact investment. This phase concluded with two collaborative workshops in Prague, led by SFNL and the Frankfurt School of Finance and Management, where we engaged the \u010cesk\u00e1 Social Banking team and nonprofit representatives in meaningful dialogue around social housing initiatives.<\/span>\u00a0<\/span><\/p>\n<\/div>

Results<\/h2>\n

The project delivered three key outcomes:<\/span>\u00a0<\/span><\/p>\n

  1. Targeted Focus on Czechia and Social Housing<\/span><\/b>
    \nLeveraging the ESFH team's expertise, network, and insights across its active regions, SFNL recommended a shorter-term focus on social housing initiatives in Czechia.<\/span>\u00a0<\/span><\/li>\n
  2. Enhanced Collaboration with Local Banking Teams<\/span><\/b>
    \nThe project highlighted opportunities for stronger collaboration between the teams in Vienna and Prague, aligning efforts for greater impact in social housing.<\/span>\u00a0<\/span><\/li>\n
  3. Ecosystem Building for Sustainable Impact<\/span><\/b>
    \nEffective impact investment relies on building strong relationships and engaging within a broader ecosystem. By collaborating within this network, funders and implementers can effectively address societal challenges without duplicating efforts, enhancing the likelihood of complementary and sustainable outcomes.<\/span>\u00a0<\/span><\/li>\n<\/ol>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    \"The Social Inclusive Finance Technical Assistance (SIFTA) Portfolio Analysis and Pipeline Building Service aims to support social finance and microfinance providers that are already engaged in a financial instrument operation with the EIB Group or other InvestEU implementing partners to support them with expertise in building portfolios and evaluation of associated risks. In the assignment with Erste Social Finance Holding, Bj\u00f6rn and Stefania from Social Finance Netherlands deep-dived into the assignment to identify focus areas (both thematically and geographically) in social and affordable housing for the fund. They adopted a highly collaborative and professional approach to their work, which allowed Erste Social Finance to further refine their portfolio development strategies in Central and Eastern Europe.
